Red Blood Parrot w/tuft of skin at his anal opening??

Hello,

I have a Red Blood Parrot that I have had for a couple years now and he has what appears to be an orange and white tuft of skin poking out of his anal opening. He is eating fine and acting normally but I happened to notice it a few days ago. Sorry about the picture but he wasn't cooperating with me today.

Does anyone know what this could be?

Do you mean this? If so that is just it's breeding tube.
