inflammed pectoral fin base?

Hello, just noticed two of my yellow lab cichlids have an inflammed pectoral fin base and have been flashing or scraping the bottom. Other two are fine as well as the rest of the fish. Also one of them, they were fighting, has a white film over its eye now. Parasite inf or Bacterial?
