Help, U.V. sterilizer won't turn on.

I just changed the bulb on my double helix u.v. sterilizer and it won't go on now. I plugged it in several different outlets and put the old bulb back and still nothing. Usually, the plug make a low humming sound and get warm, but thats not happening at all. What should I do? Nothing looks loose or anything. There was this little bulb that was not connected to anything in there, it looked like a small christmas tree bulb.

There must be a wire loose somewhere!
There is no power getting to the bulb since you tried the old bulb too...

Everything looks normal, I don't get it. Was there a little bulb in yours? There was a bulb just loose in the bottom. I don't see where it could have possibly been connected. I'll try some more fiddling, not much else I can do.
