Using standard full-spectrum lighting, will Live Rock transfer it's algae/pods/live stuff to neighboring dead rock? How long?

Yes, and how long will depend on what all you want to move, and some water parameters (calcium, mostly). Coralling algae will spread--sometimes quickly, depends on the calcium levles and type of algae. Feather dusters will start spreading immediately. Lots of other things will spread more slowly--sponges and small corals, etc.
