it is trying to suck just like my bottom filter did before siphoning. however, i cant figure out how to siphon it. there is alittle toggle switch that rotates to shut off the water and to let it flow, so how do you get the water up into the filter?

I'm guessing this a Hang-on-back filter like an Aquaclear, Penguin, etc. If that's the case, take a cup of tankwater and pour it into the filter. The siphon should start and you're good to go.

yes it is a hang back thing like yous aid.

i put water in it, and the water level in the tube is ALMOST to the top but it isn't sucking it. it won't pump it, wtf. :-(

Is it making any noise at all? The adding water to it is the thing to do. Keep filling it until it comes down the return spout. How old is this filter? If its not making any kind of sound take out the impeller and clean it and the inside of the filter where the impeller sits. I know when I get lazy with mine and don't clean it, when I have to restart it I have to pull the intake tube and hit the impeller with my finger to get it going. Also make sure its on high when starting also helps. Even if you clean the impeller you still have to add water.
