How can I reduce nitrates and phosphates in my tap water for a
fish only setup ?
Nitrate reading is 10 and phosphate reading is about 2.5. Prefer
not to buy an r/o unit at this time.
Would a product like Purigen work ?

imo, it would cost alot more in the long run to clear your tap water of the nasty stuff than to buy an ro/di unit, you can do a search on ebay for ro/di and they come up at less than 100$
I know its not what you were asking but i just wanted to pass on the little info i know

Being a Fish Only setup would those levels really be that bad? Just a question, but I dont think they would unless they are causing terrible algea growth.

Problem with getting an r/o unit is that I would have to find a plumber (expensive, in NYC/NJ area). I would also have to get find a place for the storage tank, service calls to maintain and
sanitize the tank, etc....

Why do you need to get a plumber. Its actually not that hard to set up yourself. And for a storage tank, get a nice sized garbage can(plastic), clean it out good, put a float valve in it to shut it off, and but the lid on tight and let it go. You should be good to go. To maintain it you can get a flush kit that can really help prolong the life or you unit. All this you can do yourself. Go to www.drsfostersmith.com, or check on ebay and you can get this stuff pretty cheap.
