I have an UGF and an air stone in my bettas little 1.8 gallon tank. He's happy, but I'm worried that the bubbles on the top of the water may impair his bubble nest making. Its not like I'm going to breed him, but is there a chance that the movement on the surface and his inability to make a nest will cause him stress?

IME, if the bubbles themselves are not stressing him, it's okay. Some bettas do not mind bubbles, others do. However, if the surface of the water is rough, he will not build a nest. Or, he will look for the calmest place and build several small ones. Some bettas never build nests.

If your not breeding him, then theres no reason to worry about the added bubbles. Its fine. I am more worried about the 1 1/2 gallon tank but thats just me. :)

In my community tanks, my bettas always liked my air stones. They'd swim right thru them and enjoyed it...;)

he was a nest builder in his previous tank that didnt have an air stone. He doesn't seem to mind the bubbles at all. he's a lot brighter now that he's in his new tank, and swims a lot more. Trust me, his little 1.8 is a lot better than the 1 gallon non filtered tank he lived in for about 8 months.
