If I wanted to give away my fish and kill off everything else in my tank (algae, etc), would I be advised to buy some special chemical for this? Or would bleach work? If I use bleach, then will my carbon filter remove the bleach?

Just drying the tank will be enough to kill most algae and bacteria in the tank. Bleach could be used for the most stubborn, if you suspect a disease or pathogen, followed by numerous rinses and a dechlor.

Carbon filters won't do a thing about the bleach. A good hot water scrub is usually enough to clean just about anything out of the tank unless you really need to sanitize it for some reason. If you do use bleach rinse very well and use a declorinator of some sort when you refill it. Well you probably use a declorinator when you add water anyway I'd hope.

I think the pertinent question to be asked is why you want to start anew?

I was just bored with my fish and wanted to get something different. All I have at the moment are 2 glass catfish and a very large pleco, but I decided to keep the glass catfish and forget the whole fresh start thing.

I know lots of people recommend vinegar for cleaning but I don't understand this. I just use ammonia since this is a normal chemical created in an aquarium and there are bacteria that will eat it anyway. Anytime I clean my tank cover, filter housing, etc. I just use the same pure ammonia I used to cycle the tank and have never had any problems. Kyle
