Blurry /White spots on DF Puffer's eyes

Got my DF almost a week ago... He's eating and swimming like normal, but his eyes are blurry and has white spots that look like salt on and around eyes.. What could this be?

is he rubbing his face against the glass? could have irratated the eye.. but then again they sometimes have that funky 'oil on water'-hue to it

I just looked at my lionfish and scraped a fluke off it's eye. yuck
