My ph is a little low how do i get it to riase back to 7.0 ? its about 6.6 - 6.4

Many reasons why its low....
whats your city water ph?
do you have high nitrates?
Overcrowded tank?
overfeed your fish?
Add some caribsea coral gravel and it will raise it to 7.5.
Chemically raising it is not a really good idea
Fish that live in 7.0 waters should do fine in 6.4-6.6 Just leave it alone.
If you have HIGH nitrates- well the ph will just get lower as the nitrates get higher.

I don't mean to be an interogator, but a little more information is required, like how often you do water changes, what kind of tank it is, what kind of fish and plants you have in it, how large it is, if you are doing anything to buffer it, and the list goes on
Can i just put a touch of baking soda in the filter area to raise it ?

Sodium bicarbonate will only temporarily boost the pH., then it will drop again. We don't know the alkalinity or "KH" ("carbonate" hardness) of your water, but if it's low (and your water is "soft" or "lightly buffered") then a few tablespoons of crushed coral in a bag in your filter may be all you need to stabilize pH and raise it towards 7.0.
