I can't seem to get completely cycled.

After a month (and 2x a week water changes of about 20% water) I still get ammonia levels at about .015. It's not zero. I can't get it lower. Nitrites continue to show as zero. Currently here is what exist in the 10G tank:

1 gold gourami
3 zebra danio
3 neon tetra

Here are my current problems:

1 Ammonia not zero (see above)
2 Slightly hazy water (not crystal clear)
3 Film on surface

The fish otherwise seem happy, but no matter how often I change the water, they've been happy for some time now. But I'd like to make it better. I am not sure what else to do. I feed them a very small amount every other day.
 
Have your test results confirmed by your LFS. I'm a bit skeptical anytime I see such low numbers--the hobbyist test kits are just not all that accurate.

For the haziness--there are other bacteria and microfauna that have to come into balance as well as the nitrifiers. Give them some time, and it should clear up. If you have particulates floating around, you may want to a) clean the substrate better, or more often, and make sure not to overfeed, b)boost your mechanical filtration with a prefilter.
