Cyano but its not my fault

Hey you guys i bought this tank off my friend because he coldn't take care of it anymore. Anyways when i got it there was cyano on the back of the tank completely the sand and the live rock and i have managed to get it off the back of my tank but i cant get it off the sand, everytime i do a waterchange i try to suck it up but after about a week its allover the sand again. i went to a lfs that i have alot of trust in and talked it over with them and they told me since the sand in the tank is 7 years old i should replace it but i thout i should talk it over with the pros here at AC.

How much circulation, what's the fish load, and what's the alkalinity like?

The easiest thing I've found is to boost alk into the higher range and increase circulation. Manually remove as much as possible, and make sure there's enough circulation and cleaners--things crawling around, disturbing the sand, is enough to prevent it in many cases.
 
I increased my powerheads and where they're aimed. My tank used to get cyano bacteria problems pretty bad. I switched to R/O for my salt mixing and added some sea cucumbers, sifting stars, and conchs. My conchs love cyano and just suck it up from my sand. Took me months but a heavy amount of sand sifters, R/O, and lightened my feedings to the fish really helped.
