I have a rather large 3" chocolate chip starfish, and i notice when its looking for food it would walk on the sand bed, pile up the sand into a mound underneath it, sift through the sand abit, and the extend its stomach around the pile. Could it be trying to eat any critters in the sand bed?

That is exactly what it is doing. CC starfish will eat anything they can catch and you would be surprised what they can catch.
