Although it is a little tight, pinks are probably a good choice for a tank that size. They stay small, and don't need a lot of swimming room.
People seem to have some luck keeping clonal bubble-tip anemones in nano tanks, but it's probably best to wait for a couple of reasons. First, the tank should have settled down and stabilized for several months before an anemone goes in. Second, the light will probably need to be upgraded. I am no expert, but 24 watts of PC sounds low to me. We'll see what the anemone keepers have to say.
Once the live rock is in place and cycled, you might start with some mushrooms and zoanthids. Anthelia also makes a great beginner coral. Hairy mushrooms get big enough to look like anemones (well, they are anemones), and clowns will often accept them as hosts.
Lysmata shrimp (skunk cleaner, peppermint, blood/fire shrimp) will be fine in there. Keep in mind that it's a really small space, so the more animals you have to feed, the more likely it is that the water quality will get out of control.
