I was wondering which tetras (if any) are active near the top of the tank. Right now I have some serpaes and they stay like mid level and toward the bottom. I also have some Long Fin Black skirts and they usually are near the middle. As soon as it cycles these fish will all be going into m 46 gallon and I wanna add some tetras (or possibly something else) that will be active near the surface.

Rasboras are top to middle swimmers, and the harlequins like I have are really pretty fish. I have them in with glowlight tetras and they get along fine together.
