I need a good community for a coldwater 2.5. I am going to take back the goldfish that are in there because they will soon be too big. I need ideas for fish in that tank. Suggestions please?

Do you just mean an unheated tank? Or do you mean a stable coldwater environment with a chiller?
The only fish suitable for a 2.5 gallon tank is a betta. Perhaps freshwater shrimp or snails?

The 2.5 would need a heater for a betta.
I've heard of Paradise Fish being kept in containers as small as 1 gallon, but they get big and I wouldn't keep them in less than 3, probably closer to 5. It wouldn't need a heater, but I would still get one to keep the temp at an even temp between 65-70.
You can't make a "community" out of a 2.5 gallon tank, unless it's a small community of invertebrates (and then probably a couple of shrimp and a snail at most) or bacteria.
Would she be able to keep one or two white clouds? With a heater you could keep a single guppy...

White clouds are a schooling fish. I wouldn't keep less than 5 of them at a time and then a 5 gallon is absolute minimum, 10 preferred. I keep 5 in a 10 gallon with 3 cories and they are great to watch.
Keep the 2.5 as a qt tank for new small fish you buy. It will make a good temp home for a couple of weeks.
Of course with a stable temp a dwarf frog might be okay.

The house is mostly warm. 76-78, and then when her power goes out, 85-87:laugh:, but that doesn't happen very often.

In a bowl/dish of this size, you might be lucky to have 2 full gallons when all said and done. IMO no fish should be placed in your container, except for borderline microscopic species or as someone else mentioned, bacteria.
Filter or not, it is still just about 2 gallons of physical water and space. Most fish need more of it.

Umm obviously I didn't think there would be a chiller on a tank that small, but it is being called a cold water tank and I was trying to figure out why that was so. Later on we learn that it rarely gets below 76F so in fact it is a tropical tank and any suggestion of cold water fish is silly regardless of tank size. The tank isn't cold.
