A friend of mine has a "singaporeshrimp" that has eggs. is it true that they will need tobe born into brackish water? or at least raised in said water?

Depends on what the "Singapore Shrimp" really is - if it is the usual called wood/twig/donkey/Singapore shrimp which is relatively large, a filter feeder with 4 fans on its forward legs, then it is straight FW. Amano Shrimp fry seem to need some salt, many or most Macrobrachium shrimp as well, but not all shrimp.

Check http://www.thekrib.com/Fish/Shrimp/ for the ID.
