While cleaning the bottom of my tank recently I knocked over a poorly placed rock arch and busted a small anubias (possibly congensis) that was rubberbanded to the arch. I now have a leafless rhizome and a floating stem with cluster of leaves. Are either of these pieces salvagable?

I would rubber band them all back on and watch for decay/rot. You never know what an Anubia will do. I've had all kinds of good results after mishaps. The odds are that you'll come out of it with at least one plant what will regenerate.
Chuck the decayed parts if it becomes obvious that they are bad.
