Pump, Filter and Powerhead?

If I'm starting a new tank, after reading this http://faq.thekrib.com/begin-hardware.html#essentials it says to buy a pump, a filter, and a powerhead. I'm under the impression that I just need a Filter (Emporer 280 filter for a 25 gallon tank?). I've read that under-gravel filters aren't necessarily a good thing, and I believe that's what the pump is for? So, my question is, will I be sufficient with just the filter?
 
By pump, do you mean an air pump? If so, you are correct, they are not required. They can be used with UGF or used to create additional surface agitation, or just decoratively, but they are not mandatory. For powerheads, I like them in all setups, but with a small tank, you will likely have enough water movement and surface agitation with the filter.

For the record though--there is nothing wrong with a UGF. They are often poorly maintained, which causes problems, but the UGF is not to blame for that. :)
