playing hard to get?

(for those of you savvy to the post "breeding jewels" this will serve as an update of my progress) So I got one of those flower pots for my jewels. I was told they like them for a little honneymoon suite. I've got 3 jewels one 3" female and two 2" males. Of the 2 she has picked the cuter one to flirt with(they hang out all day together and like to beat up on the other guy).
she seems interested and so does he but she won't "do it". other fish in the tank are one JD 5" and a 3" red-eye puffer. These two are obviously a threat to the jewels but mostly mind there business unless thier terratory is invaded.
I'd imagine any number of things would discourage them. could it be the other, larger fish scaring them? our tank bottom is aprox1"-2" pebbles from lake tahoe, could it be they need smaller gravell to dig into? I've had cichlids all my life but only 1 or 2 at a time in a 10 gal. I dont have any breeding experience but would like some.
 
Being as small as they are, they may still be too young to spawn. Give it time. Jewels are generally described as the African convicts. I'm sure they will spawn, just be patient and give them a good varied diet. Pellets and a varied frozen food diet.
