Scum on top of water.

Well, my tank has this nice lining of what i'll call "scum", like you would see on a pond sometimes. It's not really to annoying unless the surface gets disturbed, and all that junk on the top gets dispensed into the tank and circulates around for an hour or so before it settles at the top again. Is there a way to stop this from happening?
 
Mollies will eat it. One mollie in a 55gal. tank will clean it up in short order.
Or lay a napkin/paper towel on the surface and lift it off. The scum will come with it.
Also better surface movement(not disturbance) will help a lot.
