Still moves when you get close to him? As long as he's reactive and not showing any signs of being bloated or injured, it's not a problem. The aquatic frogs still breath air, and he's just hanging out up there because it's easier than swimming up and down for a gulp of air.
My ADFs occasionally hang out at the surface of the water as well. They are usually in a spread eagle position with their arms and legs all streched out. Its normal behaviour, nothing to worry about.
