Dwarf Puffers with tetras?

They won't work in the long run. I tried mixing dwarf puffers in a community with tetras, some bottom dwellers, and a few larger fish. They attack at random--mine were fine for a few months, but eventually started tearing up the cories and the tetras. I've removed all the other fish except the kuhli loaches, bristlenose, a pulcher, and the rainbow shark (who is a terror). Shrimp are part of puffers diet--they will eventually tear them apart. Sorry, but puffers don't mix well with community fish.
 
I agree with OG on mixing any puffer with typical community fish - the dwarfs are not wimps, just small. They are in fact much more aggressive than some of their larger relatives.

There is a peculiar situation with shrimp and DPs. Some individuals and groups ignore shrimp, some tear them apart and gorge themselves. It is unpredictable. I thought I had wiped out my Rednose-redtailed shrimp this year, moved DPs to that tank, found out there was at least one survivor who is still doing fine - totally ignored. But if you count on it, you may lose the shrimp.
 
Impressed to see that you have a survivor. Do they go after other shrimp? Maybe it's a matter of learning--mine all see ghost shrimp as food. Even when the shrimp is much bigger than them, they manage to tear them up. They go as a pack--5 ganging up on one shrimp. Takes them about 15 minutes to leave nothing but bits of shell.
