Do I need CO2?

I am towards the end of a fishless cycle and I am getting plants within the week. I was wondering if my set up will require CO2. I would like to add it if it will promote plant growth, but I don't want an algea breakout. Here is my set up with the plants I will be adding:

10 gallon tall tank (approx 24" tall x 13" wide)
21 Watts of light
Christmas Moss Wall for backdrop
Riccia Lawn
Java Fern in the middle

A bottle of DIY CO2 or Seachem's Excel will help a great deal for your size tank.
Not particularly 'necessary', but very helpful and either would make a big difference, especially for the Riccia.
If you do intend to inject, know that the kH of your water is 3.0, minimum before using gas if fish will be present.

Thanks, I was orginally planning on injecting some DIY CO2 so I already have the jello in a 2 liter bottle. My KH is at 6.1 and PH is 8.0.
