one of my convicts is building a nest.
i'm assuming it is a male (because of the coloration).
the female con is not helping at all .
is it normal for a male to start building a nest without pairing up with a female first?

Yup, it's common. He'll use his deep colour, body movement, size, and his already build nest/cave to show females and try to spawn with one.
