Is my tank full?

Looks alright, but your on the higher end of the stocking scale for the tank. Keep up a rigorous maintence routine and you should be ok. Weekly water changes of 30-40% should deffinately be done.
I would say you have a well stocked 10g tank at the moment. I know everyone is generally tempted to keep adding fish until things look full. Now you probably can add fish, but just how often do you want to have to do water changes?

You can keep 500 neons in a ten if you dont feed them LOL
But i would think with care a few more fish could be added. I would reccomend some kind of dwarf cichlid like apistos,rams or a pair of kribs.
Maybe bump the neon numbers up a bit.
If you have a flouresent light you might try live plants. they make a under stocked tank look full plus would allow a few more fish as the plants eat all forms of the nitrogen cycle.
