good time to start stocking?

I finished the cycle in my 33 gal tank, it has quite a bit of anacharis that is growing like weeds, some wisteria and driftwood. I have a few guppies that will become food for the main fish i want to keep. I am planning on putting one or two nandus nandus and maybe a butis butis. The ammonia levels have gone down to almost nothing, nitrites are gone, and nitrates are constantly climbing. I think the ammonia keeps going up a little every time i do a water change due to ammonia in the tap water (amazing isnt it, we drink this stuff) But I use aquasafe for the water changes and let it sit for a while after adding the aquasafe before i put the new water in the tank.

Do you guys think it is alright to start adding my nandus nandus?
