Lights

Don't know much about the K thing, but 15 watt for a 20 gallon aquarium isn't really sufficient for most plants. Java Fern, Java Moss, Hornwort, and Anubias plants could survive in that light, though. Even then, try to have at least 1.5 WPG.
 
Are these the AGA tubes that you can find at BA's?

If they are, I believe they are 8000K, but I'm not sure what a 23 could mean....
 
They are probably 15 watts each. Looks like 1.5 watts over your 20. The K rating should be either on the end of the tube or somewhere on the box, although it's not really that important to the plants. Just to your eye. If it looks good to you don't worry about it.
Your choices for plants will be in the 'low light' range with that wattage.
