I have a 10 gallon tank with a 10 watt florescent bulb. On the package it say "A 10W compact fluorescent bulb shines as bright as a 50W incandescent". When figuring how many wpg is it 1wpg?
 
most will tell you that you need a minimum of 2 wpg, this means you'll need 20w of lighting for your 10g tank. Keep in mind that it must also be the correct color range.
 
Anything between 3000K and 10000K is OK for plants. It depends on your eye's preference. Plants don't care one way or the other.
Ignore the hype over Fluorescent/Incandescent values. Consider only the wattage of the tube you're buying. You would be better off with 20 - 30 watts in a 10, but can get by with 10. 3 watts/gal. is nowhere near as radical in a 10 as in, say a 30 and up tank.
