Can you figure this out?

I THOUGHT my tiger barbs had ich....but now it looks more like a fungus. They have the little white spots (only 1 or 2) on their bodies and now they have what looks like a white fungus on top of their heads. They are swimming around totally happily like nothing is wrong....and I'm so stumped!

The tank they are in is cycling....it's a 20 gallon with 4 tiger barbs. Ammonia is at 2.0ppm as of today, did a 25% water change before I left for work. Nitrite is at 0. Depending on ammonia levels I might do another water change when I get home.

Anyone have any idea?
