I have a Filstar x1 canister filter on my 29 gallon community tank, it seems that over the past weeks the filter is putting out a lot less water than usual and I was wondering if it is better to clean it or just leave it alone due to the bacteria build up in the filter. Media includes activated carbon, bio stars, and 3 different ppm sheets.

No, you'll want to rinse the media clear of solid wastes in dechlorinated water. These wastes will otherwise just decay and contribute to ammonia in the tank, not a good thing. Regular filter cleaning should be part of your routine maintenance.
