Starting out a new tank need advise.

I've been away from the aquarium scene and I want to start again. 55 Gal is common to find but if I find a 100-150 gallon tank I might do it. I already have my old sea ray wet & dry and a couple pumps here and there. I have about 100 lbs of live rocks that basically got thrown into a trash can and left to dry probably all dead. Couple questions I have... can I some how revive those old rocks? A few things I know I know I need beside the tank and what I have.

Have
Over flow tank
Wet/Dry filter
various pumps

don't have

Protien skimmer
lightings (metal halide or power compact)
 
Anything besides the bacteria wont come back once it dries out. Live Rock refers to all the other stuff like corals, sponges, and algaes that are on the rock, when it dries out those wont come back. Hence it will basically be ordinary base rock at its current state.
 
You'll want some new live rock, at least to seed the old stuff. Clean the old stuff well, or the dead stuff on it could feed algae. Or, I suppose, you could cycle the tank with the stuff.

Depending on your ultimate goal, you may not want the wet/dry. If you were thinking reef, dominated by corals, the wet/dry may be counterproductive.
 
what would you suggest as far as filtration if I don't go with the wet/dry filter? I thought W/D filters are the most common used for reefs. I will have a mixture of both corals and other fishes, maybe a few clown fishes, yellow tang, and a lion fish. among other few that can be in the same habbitat.
 
Most people I know, myself included, use only a skimmer, live rock, a deep sand bed (although that is debated hotly), and a lot of circulation. Wet/dry is good if you have a large bioload, but not necessary if you stock mostly corals plus a few fish.
