sick fish!??

My brother has a turtle in a 40g tank with about 6 inches of water. He also has three goldfish in there with it that I had bought when I worked at the petshop. The goldfish were kept in our pond and I brought them in for the winter. I bought them in July of 2004.

Anyways, today my brother called me into his room because one of the goldfish has big blobs of black all over it. This happened pretty suddenly too. What could it be? I will admit that my brother doesnt keep his turtle cage as clean as it should be. His water is greenish. He does add clean water every week or so but he hardly ever changes it. I told him to change it today. He has a little filter going, and the heater, and a light for the turtle...so I think his set up is pretty good, just not the dirty water. What could this be on the little fishy? He's starting to look like a tiger!! I dont think its ick because isnt ick white? Anyways, help please!
 
Only six inches of water?!? i hate to say it, but I think the goldfish are doomed, unless your brother can increase the quality of the water. The best way to do that would be to add more water. Turtles are very messy,and goldfish require good water quality.I have two turtles in a 50 gallon, with 4 pumps! However I have much more water than 6 inches. What kind of turtle is it? How large is it? Turtles deserve good quality water as well, and will not thrive for long in green water. How big are the golds?
I would remove the goldfish with the blobs on it right away, in case whatever it is can be spread to the other fish, or the turtle.
