Do you need a CO2 tank? Hard to say, we're going to need to know how many US gallons your tank is, and how many watts of lighting you currently have over this tank.
Generally, if you have under 2 watts per gallon (wpg) you do not need CO2. Over that, and you will need CO2 injection. However, whether you have 1 wpg, or 4 wpg, CO2 injection will _always_ help a plant tank.
As for your water changes, if you only have chlorine in your water, you can aerate the water in a bucket(s) for a day or two, and that should help get rid of the chlorine from your water.

15w incandescent lighting? or 15w fluorescent lighting?

If its incandescent, I'd suggest replacing it with a fluorescent light fixture. Incandescent lighting isn't very efficient, and not too good for growing plants with.

with only 15 watts of lighting, you can only stick to low light plants (ie. java fern, java moss, anubias, etc.). CO2 is not needed in low light situations, but can still be helpful. In your case, liquid CO2 (ie. Seachem's Fluorish Excel) will work.

Just FYI, liquid CO2 isn't really CO2 per say. What liquid CO2 really does is introduce an organic carbon source to plants. It doesn't introduce CO2 like CO2 injection does. It still works, but only on small tanks.

thx man , thats very helpful . so 15w floresent is low light ?
hmm... if i add another 15 w would it be moderate or high ?

thx man , im trading in my 15w light for a 36w light . its so bright , just staring at it will hurt your eyes. and i got a co2 canistor . those cheap plastic bottle kind , not the electronic one
