I'd like to simply remove te carbon filtration from my HOB filters -- I think biological and mechanical filtration should really be enough for my tank. Do I risk taking out a lot of bacteria if I just remove the use-up carbon inserts? Should I be worried about anything else?

How long has the tank been set up and running with fish in it? If the tank has finished cycling then go ahead and remove it. If you have multiple inserts don't remove them all at once, spread it out over several days. You don't say what kind of filter you have but if you can replace the carbon inserts with sponges that might be the way to go.
Yes, if the tank is fully cycled then removing the carbon will have no bearing. If there is space then I suggest buying another sponge and adding it in there as well. Then just rinse the sponge out during water changes and reuse for many years. A good money saver.
