Nope. Swordtails are very active fish. I've seen this behaviour in livebearers and it usually means they're dying. It seems particularly common when the water is too soft.
My swordtails will swim in place at the back bottom of the aquarium or at the top (at night) or midpoint inside a plant. They're sleeping. Otherwise cruising for food. Do not worry, Unless of course, they're gasping at the top of the water, they're fine.
Mostly when fish are dying dont they try to fight to stay afloat? Also my water has been crap b/c we had a water break and I did not do a partial water change until about 5 days after it was fixed and there is a little nitrate in the tap but it is in the safe zone.

I tested my water with a hardness test kit which is kinda difficult to use because it is a wardley professional test kit and it says that my water is about 40-80 ppm which I guess is soft and does that mean the fish will die? I will have to double test it to make sure b/c like I said that test kit is hard to use. How do I increase the hardness without using chemicals and stressing my fish? My local tap water has been out a wack lately.
