The water in my area seems to be very alkaline. The ph levels in my 30 gallon aquarium seem to constantly shoot up. I go through a ton of ph down solution. Is there a cheap and easy solution to this problem. I don't want to go and spend $50 on something to keep this in check. Any help is appreciated. Thanks.

If your Ph is shooting up then your buffering capacity is too low, Ph down may be ok, but you will have to look at a long term solution, perhaps a crushed coral substraight.
I have to ask though what is you Ph? and what do you want it to be?
What is the pH out of the tap and where does it head to? Do you knwo the kh and gh levels of the water? What is exactly in the tank?
