just bought some new baby jacks is there any way to make them grow at a quicker pase than normal,
 
Lotsa water changes. (small.. like 15-20%)

1. it reduces nitrate build up.
2. There is actually a hormone that fish release into the water that supresses growth. (Can't remember where I found that information.. was one some other sites.. posted by people in biology.. and that disipline) Once again.. gravel vacuuming will pick that up too.

Feed more frequently with high protein foods... but feed less each feeding.
 
Keep your water chemistry excellent, house them by themselves with plenty of swimming space, high end water temperature and a varied high protien diet with small-med feedings 4-6+ times per day.

Using high end temps and "power feeding" to achieve maximum/accelerated growth is sometimes controversial as it believed by some fishkeepers to shorten life spans and increase chance of physical problems/deformities.
