What is 1cm of fish?

OK, so everyone tells me, 1cm of fish per 3 litres. Is that 1cm cubed or 1cm in height or length?
In simple terms. How many fish can/should you have in a 125 litre tank?
Can you increase the amount by enlarging the filter?
