which filter between the pequin and emp does enough turnover for a 25-30 gallon tank....id like to be able to put the 330 on it....or just a emp 280....cause i want the max turnover rate i can get....maybe it will help with the alge problem...cause this whisper just sucks......cause im gonna be keepin like 3-4 yellow labs in it
 
i think i'd go with as much as you can bear financially. i have a fifty gallon and have two 400s on it. i've since learned to make my own filters as well. i don't think that will necessarily fix your algae problem though.

I have the Emperor 280 on a 29 gallon and it works great.

4 Cories
2 Guppies
5 Harlequin Rasboras
6 Neons
1 otto
2 rams
3-5 Ghost shrimp
 
Either fitler is fine the 330 obviously has a higher turnover, but IMHO the Emps are a slightly better set-up. However neither will make a lot of difference in algea growth. you will either need to reduce available nitrogen to virtually nothing, or reduce your lighting to slow/stop algae growth.

I like the peguins filter the best and I have had mine for about 3 months and it is still working great. Also about your algae problem, it could be caused by high nitrate and high phosphates.
