weird heater, adverse effects? (i've finally had enough)

So i've got my 20 gallon tank, and a 100 watt heater (5 watts per gallon, right?). Thing is, my heater, for some reason, will never go below 78-82 degrees (not sure which bar i'm supposed to read on this adhesive thermometer). Now that I've put on my UGF and 2 power heads (which apparently create heat), my temp wont go below 80-84 degrees (again, not sure which bar to read). Is there anything bad that can happen to my fish at that temp? The temp never fluctuates, it just seems really high to me.
 
My LFS says that they keep their temps around 82, mine are usually around 76-78. Is it a new heater? Maybe it is not working properly?!?! Adjusting it doesn't help any? Thats weird!
 
It's not new, I've had it since I set up my tank back in the end of december. I'm not sure exactly what brand it is, I bought an all-glass aquarium (Brand name), set up, and it came with it. The weird thing is, I have the heater turned ALL the way down, and that's the lowest temp I can come up with
 
Is the heater actually coming on, or are you just judging by the water temperature? I have have had very little success with those stick-on-glass strip thermometers so my advise there would be to get a better thermometer, they're cheap. If the heater itself isn't coming on, I'd say look at the ambient temperature and as you've stated, the power heads may be creating more heat them expected.
 
the heater definetly kicks on, i just cant get it to stay in the temperature range i'd like, even when it's turned down all the way, it still heats up to at least 80
(or so the stick on glass thermometer says)
 
I wouldn't let it go over 82, personally. Information on fish temperatures varies greatly, but as long as its stable and not much warmer than 82 it should be okay.

I'm sure the water gets warmer than that in their natural habitats in very hot seasons.

perhaps your fish will think its mating season all the time.
 
Sounds like a simple solution: buy a new heater. I like my Ebo-Jagers quite a lot, but I want to try Tronic next time. Anyway, the Ebos are accurate to within like half a degree. My tank temp never fluctuates unless I add cooler change water to try and get the cories into the mood.
