Is cycling again necessary for my aquarium?

I had my 10 gal. aquarium for more than 3 years now. Recently, I had almost all my fish die due to an ammonia spike (dead fish I dnd't notice, and rotting plants). Also, the city started to add chloramine to the water, but I didn't add any chloramine remover (could chloramine kill the beneficial bacteria?). I only have one cory cat now. Do you guys think I need to cycle again?
 
That has pretty much already been covered in your previous thread http://www.aquariacentral.com/forums/showthread.php?t=47068, but again, it all depends.

Even if chloramines didn't kill off all of your bacteria, odds are pretty good that you are starving off more and more every day with only 1 fish in there.

The test kit will tell you whether or not you are in a cycle. edit: By whether or not you register any ammonia or nitrite readings...

Should I add a (hardy) fish?

I have many plants in there. Does that provide ammonia for the bacteria?

I'm going to buy the Aqua. Pharm. testing kit today online at big al's. What readings should I get to indicate that my tank doesn't need to cycle again?
 
Plants take up ammonia actually from what I understand. Personally I'd probably wait on getting another fish until you take some readings, but if you want to, 1 hardy fish wouldn't add much of a load if there is some bacteria established.

If you read 0ppm ammonia and 0ppm nitrite a few days after a water change then you can feel pretty comfortable that you aren't in a cycle.
