Mold Question

Mold, yes, mold on the substrate. I have tried massive water changes and gravel vacuum's. I just cannot get rid of it. Any suggestions, I have another setup that is the same , but i have no problems with my other one. I recently bought, what i think is a non aquatic fern, which i took out, but besides that i am baffled.

I suspect what we have here is a so called 'Borneo' fern. I made that mistake once. All that plant did was become a bba host. I didn't notice at first because the coloration was very close as the fern was quite dark.
