Using rubbermaid containers for tank?

I am thinking about using a rubbermaid/large plastic storage container for a tank (for some BW flounders.) I would get one that has a large surface area and is not very deep. With the large surface area, would I still need some sort of surface agitation- OTB filter or bubbler? Are there any other problems with a plastic container that I might not be aware of?
 
I have used Rubbermaid containers in the past for temporary storage with great success. Their only major drawback is the lack of a transparent top,, which makes covering them (to keep the fish from jumping out) something of a problem

I generally hung Penguin 330 filters and a heater off of one side, just to maintain water conditions. I do not think that a bubbler would be sufficient.
