I am debating on which pH monitor to buy. Is this thing worth the $179

This one [Milwaukee SMS125 pH and ORP Controller] has an Ozone control. I know people use O3 for marine tanks, does anyone think O3 is necessary or any benefit to Freshwater planted tank?

I don't have a pH controller so take this with a grain of salt. I don't think it would worth $179. A solenoid valve keeps the light on with the CO2 and turns them both off. This is all you need IMO. I take pH readings on my tank throughout the day and night and the pH stays around 7.0-7.2 (sometimes its nice to have water with a 12 kH). Since I got my needle valve dialed in I haven't had to do anything else.

I have not used the controler that you are talking about, but I will say that after using a ph controler on my tanks, I will never go back to the test kits. Life is made so simple with these, you will always have accurate Ph readings and it will control the Co2 level in the tank at all times.
I have also looked into the use of ozone in freshwater tanks but I cannot find any reliable information on it. I know ozone is not necessary for planted tanks ,but in theory I think it could be benifical, but without any hard proof I am not willing to commit to the idea of adding it to my tank.
