plants dying need help please

ok here it is, i have a 85 gallon tank thats been set up for about 3 or 4 months not sure, lighting is 2 light strips that hold 2 floresant bulbs each ant 40 watt each

i dont have c02 nor do i have any fert or anything, the plants i have in there are all low light plants and was doing good but then all of a sudden they started to turn brown or red, and just icky looking.

i have some bulbs i got from wallmart, some hornort that is dying also, and some other type of floating stem plant i forget the name, i also have some java fern, they are doing the best out of em all.

i dont have a lot of money so this is my question. do you think if i just add a couple of bottles of diy c02 that that would perk up my plants? i might have to ad maybe 4 im not sure,

or should i go out and get some type of liquid fertalizer?and if so what kind?

i have my lights on anywheres from 8 to 12 hours i also have some type of floating pond plant that i added, they are doing good but they are not blocking out the light so thats not it.

i guess thats it, oh yeah, my amonia and nitrites are 0 and nitrates are 10 or 20 i forget,although im not sure about nitrates ,my test might be a bad batch if thats possible.i tested my moms tank thats been set up 3 days and it says she has 20 nitrates also

i have 2 watts per gallon because i think my tank is actually a 80 gallon instead of being 85 like i was told, the plants done better when i had lower lighting so i think i might need the c02, im gonna try that and with the help from other newsgroups im gonna try some type of fertalizer that has pottasium {k} i think thats how its spelled

java fern
some type of floating pond lilly, not sure what it is got it from the pond
Aponogeton crispus i think thats what it is
