my candinal fish is hemmoraging from all his fins, what is it and what do i do, he is fading fast!!!! it started with little red globs at the base of his pectoral fins now it is spread everywhere

Get him out of the tank and into a hospital tank. Sounds like either a very nasty case of septicemia, or some serious trauma....Once the fish is in quarantine, I'd setup a slow drip to constantly replace the water, and monitor...Hard to say with something like this if medications would be helpful, or just more stress.
he is in a hospital tank w/ melafix in it hopfuly he will get better but it doesnt look good, he is sitting at the bottom of the tank getting redder and redder.
