I know some of these might sound really dumb....but i am going to ask them any way.....
Do Puffers sleep?
Is there specific times when the light on the tank should be on and for how long in a day should the light be on?
do they need some where to "hide" or to sleep in?

All fish sleep, puffers included. What time they prefer to sleep will depend on the species--some are nocturnal, others diurnal. If you provide a 'normal' lighting cycle, ie, about 12 hours of light and 12 hours of dark, they will be fine. Some will bury themselves, others just sort of rast in some plants or a cave--cover of some kind is always a good thing.

Since they lack eye lids its hard to tell when they are sleeping. I had my Figure 8 for about 1 month before I actually caught him sleeping. Now I catch him all the time. His favorite place is on top of the gravel under a overhang in the back of the tank. Sometimes he will lay on top of the rocks in the middle of the tank.

Yes, puffer fish sleep, as do all fish.
You should keep the lights on for around 10-12 hours a day.
And my puffers don't really need a sleep to sleep, but I found that if you make a little pit in the gravel, they sleep in it like a bed.

to try to answer one of your questions, puffers don't really have to have places to hide in but they do like it.
