Snowflake Eel can't swallow

I've had a snowflake Eel for about a year. He's been doing great until recently. About 3 weeks ago the eel stopped eating. He appears to be hungry, he swims up for the food and attempts to eat, but can't swallow. I've starting cutting the food up into smaller pieces but it hasn't helped.

Has anyone seen this before? Any idea what is causing it?

Have you checked parameters? Eels are prone to hunger strikes, and the first step should always be to verify that nothing in the tank is causing a problems (from nitrate levels to pH to other fish).
