after changing substrate from gravel to sand, how long should I wait before turning back on filters and adding fish back to the tank, the cloud is not as bad as it was when I changed it.
 
I recently did a change from gravel to potting covered with a thin layer of gravel. I did a simultaneous fill and syphon until the water was clear. If you don't mind doing 100% water change less whatever you have your fish in this works.
 
I changed my tank from gravel to sand in about 20 minutes (10 gallon tank) and turned the filter back on immediately. Fish were back in as soon as my tank had water (I did not have another tank to keep them in) I put filter material over my intake so the impeller wouldn't get clogged. It cleared within 24 hours. Just my two cents :)
 
I would turn it on now, it will help the cloud. Just out of curiosity, did you clean the sand before you put it in?
 
I have a sponge prefilter, I did clean in before I put it in but I dont think I cleaned it well enough. I used my python to do 90% water changes and left it in the water so it never emptied. it was clear after two changes.

Its play sand, $1.79 US for 50lbs.
